You are not supposed to pay for NOC in millions in foreign countries. Yes tax is more but why one has to pay in millions for NOC if you are giving tax properly

In this country people issuing the NOCs know you have invested 30 million at least, so they blackmail you to pay ten percent otherwise they have the power to shut down such operation. It's the bribe holding these people from obtaining NOCs. Why would I pay 3M for NOC when its original fee is 10k? I better keep paying 5k to the guys in office and not obtain NOC
