You could say that he was lying since he was later revealed to be a dirty cop, but it would be a weird and unimportant thing to lie about. In 3x10 "The Debt" Lieutenant Bates comments to Kensi that he "always wanted to meet the woman that changed Deeks's mind" about having a female partner since he had previously sworn never to work with one again.
