if by enemy you mean the boss, then in this case Prime Plugin is doing most of the work here

good question :) the way it works is the balrog is picking the first 3 people who have crossed "some line" which we dont know where exactly it is in between the phase. Once it has those people selected, it will cast debris on them over and over again until the next phase when it tries to select new people. That is why we have the champs and warden go first because they will always be in group and we want them to have debris instead of other people who will be out of group all the time.
