There is a dip switch below the middle fan that switched from OC mode to Game mode, toggle it with the PC off. Sounds like the clock is unstable, or try msi afterburner to reduce the clocks a little. Still gonna be a lot faster than an R9 280.
@@rubicscube7827 Sorry it didn't work, the board probably has a few broken solder joints or just faulty memory, you could try baking it, Linus has a video on that topic, but its a shot in the dark really.

The first gaming PC i built had an AMD 1090T cpu with a AMD 6850 graphics card.

Change your bios to pcie gen3, then run your 2080s again, bet you it fixes it.
