yes, it is. Shankarabharanam has shuddha madhyamam and Kalyani has prati madhyamam. That's the only difference swara wise. But, raagas are much more than the swaras. For example, although the swarasthana of Ni is same for both these raagas (which is kaakali nishadam), they are oscillated very differently in both these raagams. So, even though on the outset they are the same swaras, they are different by virtue of how they are oscillated. I suggest listening/learning to Varnams in both these raagas to understand such deeper differences like this. Hope this helps. Best wishes!
