I wouldn't send the seeds to a penpal who lives abroad. Some countries can be very strict about sending seeds, because of biosecurity. Just send them to penpals in the same country as you.
I was just gonna ask the same. I know the int. postal office in my district won't allow sending seeds but wasn't sure about sending seeds to another province :')
super late reply BUT- i’ve found a Bunch of great penpals by going in the penpal & snail mail tags on tumblr, then going into recent posts. you can also make your own post or submit a post to a blog dedicated to finding penpals! good luck xx
i actually found mine through an Instagram post "find your penpal in the comments!" comment section, of course you need to be careful before giving your address so we chatted and followed each other first to get a feel of the other person's authenticity.
I love sending "share" packages to my friends who live far away from me. Things that I would share easily if we were living closer just because you tell them your favorite things. for example: favorite lip balm, socks, mascara etc. I also like to include art as you do, small watercolors and such. I share samples of beauty products from Sephora,etc. And I often make small notebooks made from magazines and catelogs I receive in the mail that are made from quality papers and put drawing papers inside. Keep your great ideas coming!

She's a little far away, and she's a lot busier than I am, with a strict mom that doesn't really allow her to spend time with me. But we are both very drawn to each other, and want to do so much together, and help each other achieve their futures. I love her so much, and thanks to you, I don't have to always have boring conversations with text messaging when she's never online. With these pen pal letter ideas, we have the best of times opening our mailboxes to see what gifts and stories we have for each other. We are adventurers. Explorers. We want to sail the open seas and trek the deepest forests. We would pretend to be spies and use radios to communicate when we think something is up. So in my letters and boxes I would send to her would always be our shared notebook of the adventures we had while skipping class at our far away schools, since that would be the only time we could hang out. And we would communicate with codes, or tie ribbon near each other's homes and schools. (For example purple would mean a surprise 10 steps away) we never saw each other for a very long time, and soon letters were our only way of communication until we were adults and we're able to see each other.
