You must also appreciate PV Narasimha Rao, as being the most important PM in those times. It is because of him, the real plans were made to liberalise the Indian economy which was utterly desperate in 1990-91, due to the collapse of USSR that heavily undermined the spirit of a socialist five-year planning. As Rajiv Gandhi was assassinated, Mr. Rao was one of the few South Indians, within the Congress party to be elected as the PM of the country. Rajiv Gandhi had introduced changes, but it was Mr. Rao that took the country to new heights and attracted foreign investments that put money in service and industry sector, that gave employment and industrialization to the country. Due to this India had a fairly remarkable economic growth in the 1990's.
