I know this is an old comment, but I found it! The Khrenov brothers are Arrow_lab on ThemeForest. Sadly it seems like you can only buy a license to use their whole Electro Swing pack in your work rather than just to listen to the one track. It's only a minute long as well.
This is the best Synthwave Raccoon Downhill Longboard-Skating game I've ever seen!
It's quite a packed genre, but I guess this just beats Trash Panda's Pro Skater 2014!
