Both Rainbow Girl and Color Kid are basically Lantern counters, and if you give them a ring, they should be fairly powerful as well. Color Kid alone cam likely wield all color regardless of what ring he wore. And it always frustrates me that in a world where you have plenty of Iron-Man level tech, they don't gear up their technopaths with even partial techno suits, even Amadeus Cho has his Armani suit, so those technopath are squishy by choice.
Rainbow Girl is able to manipulate other people's emotions. That makes her: A Hulk starter/shut off button/supercharger, as she can make him super angry or calm him down entirely; a rational thought influencer, as she can make the most unhinged person stop ranting and THINK before acting; a crowd control boss/evacuation specialist, since panicking people could be calmed and directed much easier just by her being there; a super useful controller in combat or other situations, as she should for example make an enemy so sad/depressed they could barely function, or even force beings who are normally not affected by emotion to feel them intensely. So much potential in this so called 'useless' power.
Okay I only know Color Kid from these type lists videos. Color Kid can theoretically be very powerful. It just depends on how fine a control he can exert. If there is say a plain blank shirt can he selectively control discrete parts of that shirt? He could be effective invisible to the eye, any video recording devices, and from even heat sensors. Depending on how broad an area he can control he could blind everyone in that area. Which is close to being invisible but is even more powerful. It’d essentially be the blinding part of a flash bang, well without the deafening noise. He could even induce seizures in people that are susceptible to stroboscopic seizures. All he needs to do is overload the brain by constantly flickering the colors of everything. If he can project colors then that’s hologram tech right there.
I remember reading a comic where Jubilee exploded Collecter's ship using a nuclear strike, though it left her bald and she had to be teleported by Magik.

She once absorbed Black Bolt's shout (when that guy whispers, he levels a city) and emitted a laser strong enough to cancel any other light in the area. When she absorbs enough energy, she can fly (or hover at least). She's only useless because she doesn't feel like a hero, but when she does, she kicks some serious arse.
That whole thing about the lanterns you keep bringing up during the Rainbow Girl stick is a retcon the original thing is entirely different and made a hell of a lot more sense

I've always found empaths interesting. They tend to be a combination of detection and CC, being alerted to danger by sensing hostility nearby, and can either enrage opponents against each other, or make them fall asleep. It works best when the mechanisms are different from telepathy, such as their detection ability being something that is always active and doesn't take any effort to keep up, or they actively have to learn to filter out the emotions of others from their own. Bonus points if they can use the emotions they are receiving from others to reinforce an emotion they are trying to project into somebody. Telepathy is a precision instrument that surgically attacks an opponent's mind, whereas empathic attacks are like getting slammed with a tidal wave. But the best part in my mind is that unlike telepathy it doesn't let them just rewrite their opponent's mind to get what they want. If they want to manipulate someone with their powers, they have to really work for it and be clever, subtly nudging their emotions to accentuate the effectiveness of other manipulations.
So rainbow girl is a projective telempath? I could see that being reworked to be non-sexist. Take away the mood swings and leave the projective empathy intact, she wouldn't even need to feel the emotion she was projecting while she was projecting it.
To be honest she could be an extremely powerful character against anything but robots or the like. Have her train in espionage and psychiatry and psychology. Any treat that has feelings can be manipulated into caring what was initially going to be attacked.
