This is a tough battle, without Isolde. If you have her, just keep hitting 30 burn stacks each turn with her passive and you'll stun-lock the boss and it can never attack. If you don't have her, try using units with follow-up attacks to apply more burns.
a couple of tips from my own experience without isolde: - jiu should cast her skills when it's at least tier 2, because it gives 8+3=11 burns, although her channeling is a bit tricky since it's applied on the turn after. - an an lee is great for this boss because her free card upgrade, just make sure it's applied to her active instead of the buff card i beat this with jiu, 6, 37, and an an, with a bit luck you only need 3 skills to stun the boss (for example 11 from jiu, 8 from an an, 8 from 6 and 3 from 37 extra action) if you can cast jiu channeling in the previous round then the requirement is even lower. i tanked one ult from the boss, and an an equipped with second life was enough to keep the team alive from smaller hits and dot damage
