I have a couple of thoughts about why so many chips were ordered.: #1 - From a sourcing standpoint, those chips were never going to be as cheap as they were back then when they were ordered which feeds into my next thought. .. #2 - A lot of companies treat a big purchase like this as a "project." They take into account what their present needs are and also their future needs over a specific period of time like 3 years or maybe 10 years and they buy accordingly. In a scenario like that it is almost impossible to get funds to buy replacements until the next project comes along. I don't know if Sands operated in that fashion but just a thought...
