Quality in swinging conditions yes. But considering he averages nearly 35 outside of England, he's not good enough to ever be considered great. Lethal if it's swinging, medium pace junk if it's not.
He gets to play a lot. Name a single player (even a batsman) who played 180 matches in 20 years (not from England) even after missing out on so many matches due to injuries. Root has also played 130+ matches in just 14 years.
