      Hi, yes, I think you could drop the D fast speech, as long as the word isn't stressed. If you are speaking more slowly, or if "spending" is the stressed word of the sentence, you want to use the D sound.

    Hello! Could you say whether the letter "t" be omitted in a fast speech in such words as "restsurant" , "about" as it occurs when pronouncing " hot", "mat"" hat"?

      It's on the "cy" syllable, with secondary stress on the "bull" syllable.

      No. You shouldn't put the main stress on the "bull" syllable. It needs to sound like "CYber bullying." Otherwise it's a changed stress pattern, as though you were saying "cyberBULLying" as opposed to "cyberSPACE."
