I was always told to never chrome a frame, that it reduced the structural integrity of the metal. To get a similar look you were supposed to nickel plate frames which didn't carry the risk of metal failure. There were British after market frame manufacturers like Rickmann and Seeley that produced nickel plated frames. I don't really know for certain what the probability of failure is, its just what I was always told and heard.
