Although, the Indian Council Act of 1892 was turning point in the history of India, but it couldn,t met the demands of Indians.It was indeed a startling point of democracy in the India.
Governor General was the administrative head of India. There were two councils made under the Governor General, The Executive council and the Imperial legislative council. Indians were given 40% nominated representation in the Imperial legislative council while Britishers were given 60% representation.Indians were just given the right to ask questions discussing budget. They couldn,t impose their suggestions.

Analysis
Partition of bengal was done by lord curzon in 1905, due to administration issue in PUnjab and Bengal. In East bengal there was majority of Muslims. 2 new provinces Asam and NWFP wete formed. There was no agitation or uprising by imdians. But when Bemgal was divided, agitation was seen by congress because from calcutta they were getting financial aid. So because of economic hit and existence issue, they were not accepting it. Whereas muslim leadership was struggling for political rights. Hence, due to insistant agitation in 1911, bengal was again reunited.

According to my knowledge, he was viceroy bcz Governor General designation was changed to viceroy in 1857.

She did not say that he did the partition in 1945, rather partition was only a part of his vision which he made after his visit to every part of India, and he execute this vision till 1947.
