I think the last "complete", the one that made sense, is not actually rendered as text by the game because this quest is the only quest that cant be completed when playing (if you think abt it, whenever your save is loaded, this quest has not been completed, even if you did kill ganon. This "complete" is a one off cinematic "complete" and is just an image on top of which the name of the quest is displayed, which is why it was not changed i think.
