They can be sometimes although I feel like i should have figured that one out. I just didn't expect 5 IC's for 4 HDMI ports since each one seemed to be dedicated to each port. Through me off.

Could be damage to the HDMI itself, could be an issue with the HDMI processor chip.

The port is Ok, so it must be the IC
Most likely is then. Does the IC chip get unusually hot when that port is in use or trying to be put into use?
