Yeah, math could happen without religion, but what's being referring to is the fact that most of advances in math were done by people where religion played a major part in their lives. Because for a long time the only people who had enough education to do the math were clergy members or those on the path to become a clergy member (such as Sir Isaac Newton, who wanted to become a clergy member originally.)
