Can Intergrated Molecular Imaging detect cancer cell during the initial stages

My mum was diagnosed with vulva cancer stage 3 & 4 with Mets ..in the lungs... This was ager she was referred to a superior facility, What amazes me was that the previous biopsies and tests that she was done at the lower facilities results indicated non cancerous growth along the vulva surface. When did it turn to be cancerous??
