Guy from Germany here. These things are still getting used and produced. They're expensive but not as rare as Americans might think. They don't get used for fireworks, propably for legal reasons. People use them just for the loud noise at ceremonial events, like ceremonial cannonfire.
I wonder whether with some thoughtful recoil mitigation, we couldn't supersize the ole' M79 to create a shoulder cannon that can deliver mortar-sized payloads out to a couple hundred meters.

Keep in mind that this, loaded with a copper or steel ball, or a bag of shot pellets, is California legal, but a .223 with a removable magazine is not.

Good luck committing a murder or multiple murders with this thing. The person would have to be blind to not see it coming.

They were fired one-handed, because these were not developing a lot of pressure, so thus not a lot of recoil either.
