Frank a million times ahead of Claire. Claire's character was not believable in the end, she has way too many extremities. She was painted as more ruthless than Frank at times but at the same time she was also seen as empathetic and sensitive in alot of occasions. I wouldn't call her character complex, I would say they didn't know what they wanted her to be as the show went on. By season 6 she was an Edgelord and no that's not because of character development, that's bullshit.
