It is 100% Norman Osborn. This version is pure evil to the core. He's the definition of narcissism. He's cold, cruel, greedy, power-hungry, self-centered, and anarchistic. He values his wealth and his company more than he does his own son Harry. Hubris is what gets this heinous man up in the morning.
Norman Osborn in this show, with his philosophy on masks being true faces, is basically the Spider-Man version of Gotham City crime lord Roman Sionis, A.K.A. Black Mask. He's an enemy of Batman and Gotham City's mafia kingpin after the late Carmine Falcone. Black Mask is also the owner and C.E.O. of Janus Cosmetics and the Boss of the False Face Society. Him and Norman Osborn almost have a lot in common.
