They’re held in by plastic push clips but mine all broke off so nothings holding them. The majority of celica owners don’t have them clipped in either and the panels stay just fine. It’s really not necessary to have the clips.

Im pretty sure you fixed the problem but had the same problem with my gts 00 and I simply cleaned the IAC valve
03+ don’t have an iac, but I did clean the maf and throttle body and it’s idled regularly ever since

It ended up being my gas cap, swapped it out for a new one, code never came back

Mine turned out to be just my gas cap, replaced it with a better condition one and code never came back

Yes that’s normal, the idle should lower after it warms up
