I grew up in Australia where all cops carried guns. It wasn't that much of a shock for me when I emigrated to the UK with unarmed police. The big shock came when I was pulled over by three full armoured policeman at 02.00 in the morning (after my night shift) who surrounded my car. It was a (visual obs) misunderstanding and we had a good chat and a laugh, but the initial shock still occurred upon first seeing them step out of the vehicle. Same thing when I flew out of London City Airport as there were heavily armed police everywhere there.
He could be off duty or he could just be working in plain clothes. Undercover and plain clothes are not the same thing. I believe detectives in England generally work in plain clothes, not uniform, but they don't pretend to be not police most of the time.
In the UK it is illegal to impersonate a police officer. Even TV drama cops have uniforms that cannot be authentic, so they have fake badges & pretend unit/station designations. The UK police only wear special vests etc, & carry guns, if a particular threat is notified. Most of the time it's just stab vests, tasers & batons & pepper spray. Fully armed special police guard important sites, like Government & military headquarters. The apparent military guards cannot act without Police permission. It is the Civil Police's job to maintain the peace, without the military, except once they are called in to assist, that is then a state of emergency.

As a Brit I understand your culture shock at seeing unarmed Police Officers, even if you know our officers are unarmed. Whenever I’ve been to Canada there’s always been a slight shock at seeing armed police officers. I believe that all uniformed officers now wear a stab and bullet proof vest.
Wearing a police uniform is not the offence... unless you deceive people into thinking you're a real officer. If you're filming and let the local police station know then you should be fine. You just need permission to do so.
Its only an offence if you say you are a police officer. Check out "BANAMAN" Go a few months back & he even went to a police station, He did get arrested that time but he got released with no further action. Tha was because he said he wasn't an officer. So there was no Offence. 💯👍
I agree, I also remember some years back, there was a spate where some blokes were dressed as traffic cops and even had a car done up as a police car, they were pulling people over for all sorts with on the spot fines, they were caught in action by plain clothes police.
The guys are from a prankteam. Their channel is called Troll-station. They do crazy pranks and have gotten into a lot of trouble sometimes. Many times people don't know their antics are just pranks.
Here in the UK our officers wear "bad word" vests.
Because, sticks and stone will break our bone, but names will never hurt us.

Police will wear a stab proof as minimum provided by the force but i do know some have brought there own bullet proof/there own gear anyway.
