I haven’t watched the full video yet; but I feel as if Kawaki was true to his promise. After the Shinju have been eliminated it’s just him and Boruto, at the hokage monument. In the opening scene of the first chapter they’re both tattered, and worn. Possibly from giving their all, and of course since it’s a shonen everybody else helped as well. But right after the battle against the shinju, Boruto now must face kawaki. It was all at the cost of the leaf village. I don’t take Kawaki the type to go back on his promise. It is only after all is said and done when Boruto reveals his mastered Jougan. Perhaps it was revealed much earlier, with him still not getting used to it quite yet. Similarly to how we saw Kakashi ease into using Obito’s partial ability.
But isn't it too early if Amado does that? You know what I mean. It's almost like approaching the ending of the Boruto scene in episode 1 if Kawaki's transformation is like that

And to add on: I believe Boruto asked his question, although he knew the answer thanks to Kashin Koji; because he was in severe disbelief. Despite his nature, he didn’t wanna betray his bro. That was the only 1 in a million chance for everybody to move on and succeed. Perhaps this is why he is the way he is right now, many speculate that it’s because he’s mixed with Momoshiki. But I believe it’s because he knows of all the sacrifices that must be made, all of the friends that must be lost for this twisted journey to finally end.
