I agree with most of the tier list, while i still think chaos is the more versatile EXE in the game (seriously he can do some crazy as hell things with the new double dash), mostly because he completely ignores the existence of Eggman jetpack, Amy's hammer jump and Tails flight because he can now climb walls like spiderman, so running away from a skilled Chaos is even more of a pain now. Everything else, I'd say it's pretty fair, i only really have some bias with non-exe Amy's placement, since if you're fighting a tryhard using Amy, it's a stun-fest. No hate, after all, we're all sharing opinions! (The thumbnail slightly cooked smh)
I knew you’d give non-exe tails a d-f tier!, but also I honestly with agree with all of you’re points for each character! But also I do agree with your point with exeller doing crazy stuff if you’d know how to place his clones and such so don’t think it’s that bias!
