They're not there to do picnic. It's a religious ceremony and people are there because of their faith. Also, many people lose their lives in stampede during concert in western countries despite crowd not being as big as this event. 100 million people gathered at this place. So it's not that easy to control the crowd.

I was there at the MahaKumbha festival for 4 days last week, and I must say that it was an extremely safe, hygienic, and well-managed place which could be. No country in this world dares to organize such a huge festival for so many days. Tragedy happens, but it does not mean that it's a failure of authorities or some stupidity of the masses. May god bless their souls. In India, Hindus gather for the spiritual upliftment of mankind as a whole, and those who understand the importance of Kumbh, know that it's not about just taking a dip in the water.
