I used to always overlook these videos because I always thought they were some social bargaining so you could subscribe to their channel.

Possibly an easier way:
Use a brick-wall picture (optional. if so use a good pic on HD, the quality of it will affect the quality of your work)
Set it to darken
use the neon brushes
Draw your sketch on paper
put that sketch on a layer
draw over It with a neon brush
use an airbrush to color around your drawing to show some glow
or use a filter to do so too
and done i think
