To troubleshoot connectivity issues on a Fortigate firewall, you can try the following steps:
Check the status of the physical interfaces on the FortiGate unit to ensure that they are up and that there is an active link.
Verify that the correct IP addressing and subnet mask have been configured on the interfaces.
Check the routing table to ensure that the correct next-hop IP address is configured for the destination network.
Verify that the firewall policies are configured correctly and are not blocking the traffic.
Check for any link aggregation or VLAN configuration issues.
Ensure that the default gateway has been configured on the FortiGate unit.
Check for any ACLs or other security features blocking the traffic.
Check the FortiGate system logs for any error messages or warning messages that may indicate the source of the problem.
Check for any MTU issues on the network interfaces
If the issue persists, try to reboot the FortiGate unit and check if the problem still exists.

as you say at one point cisco asa is stateless firewall is that correct??

I am able to ping pc1 from pc2 and vice versa...but the diag packet sniffer any "icmp" still shows "echo request only", is there a reason for it ?

at times, the lab can also show weird behavior with evaluation license. Please try to wipe pc1,2 and the fortigate firewall and try again. Let me know how it goes. All the best!

Also if you have offloading enabled in policy in case physical firewall model , then also packet may not show and you have to disable NPU offloading.
