We know this because the Minister at the time, Cornelius Fudge, also refused to recognize Voldemort’s return at the end of the Goblet of Fire. And, as we all know, Umbridge kisses up to Fudge half the time, so that’s why she also tried to brainwash her students into a false sense of security.
