Not really. The history of 1984's Eurasia is very different from that of the Soviet Union. The Treaty of Warsaw and COMECON never came close to federalization, as the purpose was mutual assistance among socialist republics, not unification into one state. In fact, these treaties are much looser than the European Union is now, so if you ignore Eurasia's holdings in, well, Asia, the EU comes a lot closer to establishing this superstate, especially as the states it is in competition with (Russia, China, and to a lesser extent the US) have a similar political-economic system.
I think what he means is that this couldve happened IRL, If the russians just kept going after meeting up with the allies in germany they couldve very well conquered all of europe ( the red army was the strongest in europe at the end of ww2, and couldve grown larger), except britian, which the soviet union never had a comparable navy, although this is considering america doesnt nuke the soviets into the ground for doing this
