He does have delay, dumb*ss. Char has all the frames when he wasn’t chaining DB. You can clearly see it when he stops to move and the rk did the full animations reaching the weapons out.

I play BRO, RK's Rebalance hasn't fully arrived yet, and the Breath doesn't come out like that even with 193 aspd + 101% cast pos removed, and you want to come in my comment and say that it doesn't have a delay?
