Sun doesn't need water from anyone. Lol. Actually this world works on the principle of paap & punya. Sun's one of the main purpose is to keep the water cycle in motion. That's a sacred work. Without it the world will end. So when we offer water to sun, we put our small signature in the way that 'this water ' came from my side. So we get a small punya in a work which will anyways happen but God gives us a way to enhance our punyas. It's like kaarseva.
One of the renowned astrologers from India said that if we offer/ arghya water to sun, sun in our astro chart will get more weeker. So instead of water, we should offer ghee and kesar . Ghee maybe a teaspoon.

Does make scientific explanation for Surya Arghya. For the formation of rainbow the sun radiation has to be at highest angle. So Morning time is best at sunrise. Even same phenomenon happens even at Sun set. Best scenario is a fountain and sit down at sunrise or sunset facing Sun through fountain water and do meditation would do better result as flow of water is infinite.
