Its the OG ghostface, with Kira and Kobra as his hired goons
And apparently stu. Billy and Stu address each other when it's ghost face vs ghost face
The reason Ghostface does the magic stuff is because they are members of black dragon this was confirmed by the devs
So when u see Ghostface with a different knife, it’s actually another person as the persona. U have the OG Woodstone killer (most likely Billy) and then 2 Black Dragon members that he recruited after he showed up in the timeline. Good Luck figuring them out.

Its definitely Billy, it was confirmed by PlayStation yesterday and there’s some footage of Ghostface unmasked as Billy
You can also get the Ghostface announcer in the Towers. The main Ghostface was revealed to be Billy and they said in the Kombat Kast that he recruited 2 Black Dragons (Kobra has the fire kicks and Kira has the Kano and Sonya moves with two knives), since he was summoned without his partner (Stu.) Like Alien in MKX, Ghostface is a mix of guest and MK DLC.
Its Komfirmed to be Billy Loomis under the nask as well guys💯💯

Kira and kobra characters from the old mortal kombat games are the ones doing the magic movies
So Ghostface in this game is Billy Loomis (as the main Ghostface that’s being played from Scream 1) and two MK characters that he recruited when arriving in the MK universe, Kira and Kobra. That’s why two of the Ghostface’s have powers
