Watching this reminds me of a Benjamin Franklin quote: "Best to remain silent and be thought of a fool rather than speak out loud and remove all doubt".
See, there's a problem about this attitude: people who are averagely or relatively intelligent often keep quiet because they worry about maybe saying something embarassing, because they sometimes have some doubt weather they are intelligent or not. They simply think about it to much. Dumb people, however, usually just speak what they think (because they can't judge if it's stupid or not).
So if one understands Franklin's quote and can reflect well enough to see if whatever he wants to say is stupid, he's already intelligent enough to have a valid opinion. You can't adress dumb people with this quote because they simply won't get it.
