How to sew double layer scrunchie, professional and clean finish

Measurements for green scrunchie I’m making in the video:Outer scrunchie: 70cm X 12cm / 28” X 5”Inside scrunchie: 70cm X 10cm / 28” X 4”
Elastic: 18cm / 7”
Measurements for the pink scrunchie with the blue inside scrunchie:
I didn’t write down these measurements before starting this one but it is roughly:
Outer scrunchie: 60cm X 12cm / 24” X 5”Inside scrunchie: 60cm X 7cm / 24” X 3”
Elastic: 18cm / 7”
