Yes.. Just keep textures medium settings and rest all max RTX 4060Ti 8Gb will do its job in all games... texture settings eats more VRAM... Most of games utilize 2 GB more RAM from medium to high settings textures and 4 GB more RAM from medium to Ultra settings Textures...

I’ve done research on the above specs and from what I’ve found, You should have no issues. From what I understand the GPU is used the most when using multiple screens. CPU will help with video editing and RAM for having lots of apps open at once/or when gaming and using other apps in the background

For example in fortnite, my pc struggles to get 144 on low settings and on high im looking at about 50-60 fps. I'm pretty sure its to do with what settings I have. My drivers are up to date and I havent overclocked my gpu at all. I normally play games like valorant, battlefront 2, bf2042, r6, and mw3. Anyone think its my cpu or something else? Im not having any issues playing the games, I'd just prefer to have this kind of fps.
You should use the MSI Afterburner to monitor the utilization of your hardware Components in the games. If the graphics card is under 95% utilization, there is a CPU bottleneck. Only by upgrading to a better CPU will you be able to achieve higher FPS. A Ryzen 7 5800X3D is used in the video, which is the fastest gaming CPU on the AM4 socket.
You need to upgrade your cpu. I had the same cpu as yours but when i upgraded to 4060 ti I understood that r5 3600 was not enough so i got a r5 5600 and im happy with it

Sure, an R5 5600 would utilize the card a little better, but since I usually play with VSync 60 FPS anyway, would get almost nothing out of it. But have enough headroom from the graphics card for graphically demanding games. And this is pretty useful in games like Mafia DE, Uncharted 4, RDR 2. For me, a CPU upgrade would therefore be difficult to justify; For me, at least a 5700X would make sense; because that would at least have a positive impact on productive tasks (video editing).

is becouse youre cpu is to weak holding back the rtx 4060ti’s performance. This is called ‘bottleneck’ You have to have a cpu that is balanced and as good off a performance as the rtx 4060ti so i recommend first just buy 40$ new ram 3200mhz cl 16 should be fine and then buy a new cpu like a i5-13400f or the i5-12600KF wil be a great choice.

Probably this card is your best bet, it's just around 400 on most sites right now, the 8gb version is anyway
with that budget, you should settle for an rx 6700xt instead, it has basically almost the same performance (except if you are using rt).
