Pluggnb chords typically are much more tension + resolution based (often using a diminished chord at the end of the progression)
tbh the first chord progression could be a pluggnb chord progression it's more what he did with it afterwards.
pluggnb typically has floaty/ pretty rnb leads or like distorted guitar solos as counter melodies whereas plugg usually has Epianos and bells
it's kinda hard to explain because with beats like this it's borderline. a big part of it is also how the aritst approaches it
if i hopped on this beat and rapped like 2015 carti then it's plugg, but if i hop on it and sing and make it a love song then it would probably be pluggnb

this tutorial is not helping me barely at all... im sorry bro i might be two high but i am getting lost but i really like the way you make the vids but please go into more in depth without skipping stuff even the small stuff, or a amazing series you could do is make beat tutorials for very beginners and show every step with very minimal amounts of cutting the footage, but besides that i really like this video
