Dear VD don't just use buckets etc... Start planting more trees, Rain water harvesting, injection pits to activate the borewells - ground water recharging.
Amazing observations and he is really concerned - it is true that water problem isn't a sudden calamity it's been showing its face and has become emergency long back.
