I love kagura damage,but really hate it when need to clear up lane. Definitely not suitable for clearing minions. That's when game become hard when you have bloodthirsty team who only go for kills. Ended up losing the match because no one pushing the turrets. and this is common thing nowadays

I'm a kagura user too but I don't have a problem clearing minions except in late game though because your team focus on kills and not pushing, my team is too humble.
