The hazard is not the truck with the heavy load but rather the pink car behind it

Is that correct? I am really confused on that because The red car may turn to our lane when the load fell down . so the car is the hazard for us. Right??

We have to identify the vehicle that causes the hazardous situation. So it's the truck that causes it.
