Yeah. Never was Texas. They are on the lower half. 60 years ago, Iowa was a good state, now they are in the lower levels also. Notice that most were northern states, high incomes, and have notable universities in them.
I can attest to Virginia being #4. I went to Fairfax County Public Schools. Although New York wasn't up there, my daughter is in the Thousand Islands school district and I'm completely satisfied with her curriculum. Hell, she's even on the fast track to being inducted into the National Honor society!
I grew up in Massachusetts. The public schools there do a good job. I also lived in NJ. They also have good schools, especially in the suburbs in the NYC metro area. I am retired in Florida. Surprisingly, the schools are not that bad down here, especially in nice suburban areas. Miami and Fort Lauderdale schools on the other hand are pretty weak.

There huge incomes go the rich and corporate interests, not things like education and healthcare
