That's not what this device does. It selects the 'best' of three power sources and direct that single source to the output. It is built on a three phase under- and over-voltage protection switch, but that is incidental to how it is used here. The three source inputs don't need to be phase related. The three sources could be legs of a three phase circuit, or they could be unrelated power sources such as utility, solar inverter and generator.
For the version with the current meter, it only needs to measure the single phase/leg used for the output.
