Yea it is but I've done this several times after find the compression stroke and pull the belt off and turn the cams manually to their mark and its no longer on compression stroke, piston still tdc but no compression(ballon linked to cylinder 1 doesn't inflate) until cams reach close to the 6 o clock position, practically one full rotation of the crank, its got me baffled, I assume and I could be wrong that compression should happen when tdc and cams are aligned on their mark at 12 o clock unless thats not the way it works and I'm just assuming wrong.
Its technically half a tooth off. You can either land it with the mark to the right of a groove or the mark to the left of a groove. It doesn't line up perfectly because...Chrysler and their infinite knowledge I guess? The bigger question is what is spec. Cam timing mark to the left or right of the timing case mark.

Try using coolant that way you don't blow the bearing out of the water pump flip the timing belt and drop your engine
