Charlie actually started out as a writer for Eddies movies. He helped write Harlem Nights and a few other movies even Norbit he’s a writer. He said in a few interviews he just wanted to be behind the scenes

Chris Rock did his brother dirty and that’s why he said that movie hurt. Because he never asked him for a roll his brother told him he had it when he saw him. Tony even went as far as who do I have to audition for. Chris told him he didn’t have to audition. He already had it. Tell production to tell whoever to reach out to his brother so he can be on set. do the fitting, emailed his lines to him, etc. when you’re the boss of the film, you can do whatever you want and things will happen especially if you’re a superstar he didn’t want him there for whatever reason. I think is messed up that he never told his brother anything and that’s why that wouldn’t hurt him the most.

There are actors and producers that put all their friends and fam in movies all the time. Adam Sandler, The Wayne's, Tom Hanks keeps his family working.
We don't know their relationship or what Chris has or has not done for Tony.
Movie sets usually give actors and everyone 'call sheets' to let them know when and where to be on set. The fact Tony had none of that was probably due to that set being real unprofessional or Chris really didn't want him in it and was just jerking him.
