Nobody expects the evil Lich to use Wish to cast Glibness.
King: "False alarm everybody! Everything is under control! It turns out that the evil skeleton wizard hiding under the kingdom in our tombs isn't actually stealing our dead ancestors. They're actually quite nice! As such, from this day forward I have appointed our new friend... what's your name? Ah, Evile McDeathington as an honorary member of our great land. Step one: Learn True Polymorpth
Step two: Create a scroll of dispel magic, should you ever want to undo what you're about to do (as a buzzkill DM contingency plan)
Step 3: Remove all clothing and equipment
Step 4: Cast True Polymorph to become an Adult Bronze Dragon
Step 5: use Dragon's Change Shape ability to return to your original humanoid form and don your magic swag
Step 6: Don't die for an hour

I've always thought that Modify Memory could be a pretty evil spell, with a little imagination of course.
I played a blind bard once that was very kind, gentle, and sweet, but used devious spells, trickery and underhanded mind games against those she deemed worthy (some of the most fun I've ever had). One session we had to interrogate a fanatical cultist of some fire god, all he did was try to goad us into killing him so his soul could be used as kindling for his god. The in-game party left the room to try to come up with a new strategy in game, long story short I ended up sneaking back into the room by myself in secret. I had a small chat with the cultist telling him if he didn't cooperate with us I'd rip his soul out and eat it so that it couldn't be used by his god. When he didn't believe me I cast modify memory on him, he failed the save, and I made him believe that I immediately ripped his soul out of his body, proceeded to nibble on it and I only put the soul back in his body once he agreed to give us the information we needed. The next morning the cultist gave the party everything they wanted to know on the condition that they, "Keep that devil w**** of a bard away from him".
Probably not the MOST evil thing I could have done with the spell but I felt pretty clever at the time.
    EDIT: correcting spellchecks mistakes.

I use high level spells as goals for my PC’s. Similar to you unkillable enemy, I had a Golem that was programmed to hunt down and murder the party, and it would infinitely reanimate every time it died. They had the choice between dealing with being chased all their lives, not knowing when they’d encounter this beast, or they could look for the mythical Tablet of Imprisonment, that has a free casting of the spell but disintegrates upon use. High level spells are really good rewards for players as scrolls, since they are unlikely to ever unlock the spells themselves

"or a Voldemort-style self-preservation" I guess lichdom is no longer NPC magic, guys!
Also, I want to mention the 5th level spell Creation since Logan didn't. It. is. ridiculous. You can make up to to five cubic feet of practically anything. This includes plant matter(wood and more), rope, rubber, stone, metal, gems, maybe animal stuff like hide and ivory if your DM says ok, even adamantine and mythral can be made. There's a time limit on your creations that varies from material to material, but whatever. You can just just have. an adamantine bastard sword for a whole minute. That's ten rounds of combat, for *one 5th level spell slot*. And, when cast at higher levels than 5th, the cubic footage goes up, 5 more for each spell level. At 9th level that's 25 cubic feet. Finally, the spell has a range of 30 feet. You can drop stuff on people. this is one of those spells that you can get really creative with. summon a giant pumpkin to feed the party or others. create 5 cubic feet of feet sculptures or screaming rubber chickens as a diversion. clothe yourself when stranded out in the wilderness, renewing the spell just before your long rest so you lose no spell slots. (oops that was a lot of words sorry for making you read them but I think they were good words. worth your time. good job making it this far by the way, I hope you have a nice day :))

Oh wow do I remember these... 5th level party encountering a Deck of Many Things. I lost my stuff, an NPC got locked in a gemstone with a powerful demon, we accidentally monkey’s pawed a whole dinosaur continent before our cloudcuckoolander gnome druid drew one final card in secret... and Wished it was all undone and now 12 hours earlier.
We all remembered though. Including the Demon. Couldn’t decide if he was more furious or amused at us completely undoing his new contracts, so he simply took the Deck for himself... and we were too stunned to argue it. Demon was an interesting grey character; obviously evil, but accidentally freed by our blundering and ended up making deals with our past-scarred Paladin of all people to both parties’ benefit. Kind of an odd DM insert of sorts in the end. Will always adore that campaign

Man in pathfinder there's some books that introduce a whooole lot of just straight up evil spells. For example "Greater Claim Identity" that just transforms someone into a mask for a day that you can wear to take on their appearance. Or "Curse of the Outcast" that is just a permanent effect that people in general are the least charitable to the victim in any given situation and it has to treat every charisma based skillcheck as if they had 5e's disadvantage. But my favorite evil spell pathfinder has to offer is "Green Caress", which is a spell that reduces the victims ability scores over the course of a week as it withers away (if it fails a single saving throw) and if one of their attributes hit 0 the victim just turns into a plant. A straight up plant you can put into your office or your shop or whatever until the next unlucky buffoon comes around to get turned into a plant, it's such a cool spell.

I once played a warlock in a really long campaign that started with Strahd. We didn't manage to kill Strahd and we ended up escaping Barovia only to return later as the vampire was hellbent in taking us down.
What I did was to acquire a large diamond and use Imprisonment on Strahd's unconscious body after we took him down to 0 HP and he retreated to his coffin. Our GM ruled it that since he was unconscious he would automatically fail any save and we ended up efretti bottling him, we then went to the Fortress of Memories and gave it to the Raven Queen as a gift. At this point some plot stuff happened and we thought it'd help her regain her sanity, it kind of did.
Campaign ended when we got to lvl 20 and decided to go and do the same to Vecna, but RL scheduling started getting in our way.

As bad as glibness is, the 3e version (especially the way “bluffing” rules work per the PHB. ie it actually says that you can convince people of lies that are impossible with a high enough roll) was just down right stupid. An instant +30 for all bluff checks for 10 min/level. Yes. You read that right. +30. For 10 minutes. Per level of caster. Thats a +30 to all of your die rolls for bluff checks on top of the bonuses that you already have (probably in the 20s or 30s already). To ALL of your bluff checks. Some people argue that it was the most busted spell in the game. And outside of combat, they certainly have an argument (3e had a lot of busted stuff though 🤷‍♂️)
To add insult to injury, it was in core. 3rd level bard only spell. Splat books gave it to a few other classes later. But it was core spell in PHB for bards. Dang. So basically, as per RAW AND RAI (i mean the bluff chart says you can convince people of things that are literally impossible to be true), as a bard, you can walk up to the king and convince him that he is a tomato and that you are the rightful king.
One of my favorite characters was named in lieu of this spell: “Lyin” (pronounced Leon) “Bardstard”. 😂

My bard would have glibness up all the time and the DM would make roles for the other PCs in the party against my bluff checks without them knowing (so as not to meta) and I basically had the whole party as my personal slaves for the entire campaign and they never knew! BUUUUUT, if you really want to get stupid though, look at diplomacy abuse in 3e. As a skill it was even worse than bluff. Glibness makes bluff worse with a bard, but, less glibness, diplomacy was superior as it (amongst many other ridiculous abuses) lets you stop any encounter and potentially have a slave friend for life. A diplomacy build was called a "diplomancer". As per RAW, a guy online worked out the math. At 8th level, it was possible to have a char at a 15% (skill mods can add up enough to make this work) to walk up to a Balor Demon (CR20 monster) and befriend him for life. 15% doesn't sound like much until you realize you are only 8th level. He is CR20. Before combat starts you have a 15% chance to stop an IMPOSSIBLE encounter. If you did it right he could also be your slave. Balor: I will destroy you mortal and feast on your soul after tormenting you for 1,000 years! Char: Ha ha your silly! Be my friend and do what I say forever cuz I'm so adorable. Balor: Geez you are a cute lil' thing. OK! To make matters worse, RAW, once the victim fails against the diplomacy challenge, he can never challenge it ever again (barring attacking him... but who would attack and risk losing their pet Balor??). If that wasn't enough, a diplomacy check is non-magical, so things with magic resistance or magic immunity have no save against it. AND if that wasn't bad enough, to make it the biggest SH_T sundae in the realm of straight up rule-raping, cheating scams, and confirm that YOU are dirty, rotten, low down good for nothing MIN/MAXing CHEATER, NPCs cannot (nor PCs for that matter) use diplomacy checks against PCs. YES! PCs are immune to diplomacy checks against them in 3e according to RAW. The best builds in my opinion were Charisma builds. Get glibness and spend all you gold and resources on boosting your social skills (bluff, diplomacy, and intimidate) and you are now an unstoppable monster against the DM. MUahahahaha!!!

The spell states you keep your mental stats and class features (i.e. your spells) but you gain the possessed creatures physical stats, including HP, natural armor, and things like multiattack. If you, the DM, want to keep Glibness from completely ruining your game, remember that convincing people to do what the character wants can take as many rolls - and require as much time convincing _per roll_ - as you say it does. The bigger the ask, the more a character will need to work at changing the person's mind. Even with Glibness, you aren't going to be able to convince a king to make you his heir, kill him, and then make everyone go along with what you just did. At least, not in a single hour.
This is also why the "roll to seduce" is not the blanket answer Bard Jokes make it out to be. Even people who are remotely interested in doing it with your character (which may be a non-starter depending on sexual preference) are not necessarily going to do it just because your character put on the charm and rolled a nat 20. Not everyone is that easy. It should take time and rolls to get anyone who isn't desperate for a hook-up or a complete fool to acquiesce. Especially if there's something more important they should be doing, and if you've already made them hostile. Glibness helps with this, but the people are still rational actors (at least in theory).

The problem with Glibness is people assume that passing a Deception check means you've brainwashed the target and they are helpless to do anything but believe you. Which is dumb. Passing a Deception check means you sound honest or, at least, give no clues regarding your deception via communication. So, yes, people with no reason NOT to believe you, are probably going to do so because you sound trustworthy, but it doesn't prevent people from disbelieving you. Think about it in terms of real life. Sometimes people lie to you. Sometimes they sound convincing or say the right thing and you go along with the lie because it sounds believable. But if you KNOW they're lying, it doesn't matter how trustworthy or honest they sound, you KNOW they're lying. Likewise, you can choose to disbelieve even the most honest sounding person, even if they're telling the truth. Some people are just fucking paranoid like that.
My advice as a DM is to never let players brainwash NPCs with a Charisma check. Deception checks should never force a course of action. If they succeed, the target should assume this person sounds honest and act accordingly. Similarly, for all Charisma rolls, the target's relationship with the roller and the outlandishness and/or (un)beneficence of the request should adjust the DC accordingly (I recommend a +/- 10, 4, 2). If the target likes the roller, the check is easier. If they have reason to dislike the roller, it's harder. If the lie is believable or the deal is good, the roll should be easier, if it's an absurd lie or an obviously bad deal, the roll should be harder.

I really want to use Magic jar one of these days since it has the potential for so many short and long term shenannigans. In the short term, if you work with a minion or a teammate, you can easily use this in combat to quickly eliminate one enemy. Or, use it more deceptivally, and take over bodies of important peoples in order to quickly sew deciet, help the party, or to get them into a better positon for theoretical capture or... assassination.
For the long run though, lets say a wizard chooses to steal and keep a body that's pretty much built to perfection, it would buff the wizard a fair amount, since this body's physical score are likely higher than the wizard's, and the wizard gets to keep all of his Inteligience and other mental scores, they'll essentially become the epitome of brain AND brawn. To add to the insanity, you could potentially use it as a risky form of immortal. Whenever the body you're wearing is about to break down due to wounds or age, pop yourself back into your jar and find another good meat sack!
I'm surprised it's not a more popular spell due to the morally grey tom foolery it promotes. To be fair, it is rather complicated, and is a 6th level spell, but still, so much potential.
(Sidenote: If only it was a 5th level spell, then contingency would work with it! But sadly it isn't)

I remember having planned a great big hussle in 3.5 I was making a Necromancer focused on making super undead. Corpsecrafter feats to maximize their powers, and leveling between Wizard, Cleric, and True Necromancer. It was a very specific build so deviation wasn't an option. (So no Sorcerer to ease up on my stats) The DM liked trying to keep me from making good undead so almost all our enemies were humans. Which gave me an idea. "Become undead, and reap the perks of my corpsecrafting!"
The plan was 1 Wizard, 3 Cleric, and then start leveling TN for several levels, and then Mystic Theurge. So here's where we get crazy.
TN's get "Create Undead" as a Spell like Ability, and the caster level is your total level + another feature they get called "Necromantic Prowess" which increases your Necromancy based spells caster level, powers, and such by +whatever, that include Rebuke Undead, the Death Domain ability, and you.
So you hussle your way to at least lvl 18, cast contingency (The spell level cap in 3.5 was lvl 6 spells), apply Create Undead and right here you can choose either Mohrg, or Mummy, die, and become one of them, only paying about 1.5K for the focus. It would have been more expensive cause of the material component, but this is a Spell Like Ability, which is free.
So right off the bat, before I even apply the stat changes the undead form gave me, I would get +8 STR, +4 DEX, +5 HP per HD, +1d6 cold per natural attack, +4 Turn Resistance, +4 Initiative AND +10 base speed.
Mohrg would have no real penalties besides being an ugly fucker, while Mummy hits me with -4 INT, effectively sacrificing my Wizard power. Vampires, and Liches cannot benefit from almost all my undead making bonuses, which really sucks cause that Lich would just be godlike.
The campaign however ended by lvl 10 because nobody was happy with the campaign and wanted to just quit.

Wish and simulacrum with a warforged: you cast simulacrum on yourself, then have your simulacrum use wish to cast simulacrum on yourself. Since you still have your 9th lvl spell slot, the 2nd simulacrum also has 9th lvl spell slots, multiple simulacrums can be made, because the simulacrums are making them, so you're not casting it more than once and you can simply tell your simulacrum to give it's control of it's simulacrum to you, as well as to tell future generations of simulacrums to do the same. Simulacrums last until dispelled or destroyed, and warforged don't need food or drink, despite being classified as humanoids, not constructs. Furthermore, you only need the components for one simulacrum and after that wish will create the components for you.
Add a few wished clones in there for good measure, then rinse and repeat = infinite army

Here's another use for Imprisonment: In one of the options, the target is shrunk down and placed into a gemstone. However, it specifies that you cannot teleport into the gemstone using spells, and the gemstone cannot be damaged in any way until the spell is broken. Make note of this.
Additionally, you've probably heard of the Sending Stones. Sure, they can talk to the person with the other sending stone, but the ability that I'm focused on is how one sending stone can teleport itself and its posessor to the location of the other. It doesn't specify that the other one needs to be in posession of another creature. This means that you can find a giant gemstone into a base of your liking. Then, make a slot for you to slide in a sending stone into a room, which is how you get in. Finally, cast this spell on some poor rat or something using the gemstone base you just made and you have yourself an impenetrable fortress.

I can imagine the Soul Jar body snatchers being a cool thing for a game. You could do it to a PC and the party has to realize their friend isn’t the same person.
Basically you have one player role, and if they fail, slip them a note saying they are now EvilMcEvilson in their body, and their evil goal is X. The rest of the party doesn’t know, and will have to figure it out.

Don't ignore Glyph of Warding. Upcast that sucker and any self-serving wizard can, given the time and resources, create instant-murder-mines out of books, burn legendary resistance faster than ever (granted they come to you which when will that ever happen? Riiight?), or potentially permanently remove a pesky nuisance by Magic Jar-ing them into a box-in-a-bigger-box. (After all, the Glyph specifically says single-target spells target they who activate the trigger, which I want to say overrides the general casting range of Self)
Or, given the High Magic boon, 9th-level spells such as Imprisonment, True Polymorph or even Meteor Swarm (if that's your fancy) are available for massive headaches to everyone involved.

Or always roll a minimum of 20 on the telekinesis spell check to move a creature and the check to maintain control of your summoned fiend using infernal calling.

We ended up defeating a devil archwizard by trapping it in an iron flask, and on it, it possessed a Ruby gem with a beholder imprisoned in it. With its antimagic stare still active. So it essentially made an antimagic cone that negated all magic within a 10 foot cylinder in front of the gem. Which my wizard promptly turned into a gorget with a closing sphere on the front using her expertise with tinkering. Essentially making it so after every turn that she cast a spell, she could have this antimagic cone up in front of her that completely negated magical effects cast in her direction.
I'm going to use it when we fight Vecna.

You mentioned Feeblemind as another possibility, and I think a villain could use it in several ways. If they have powers with Intelligence or Charisma saves, they can use it to make people vulnerable to those powers. If someone's causing trouble, you can take them out with it and use them as an example to others. In a similar vein, you could likely scare people into doing anything if you threaten them with a magical lobotomy. There are probably other uses, but those are the ones that sprang to mind.

Perfect Spell Combo for an unscrupulous Warlock: Imprisonment + Glibness.
You trap a few of your Enemies in little gems with the Minimus Containment. Then you cast Glibness on yourself and sneak into a Meeting of your worst enemies. You show them there eternally imprisoned allies and try to Intimidate them. Given you’d need to be high level for Glibness and Imprisonment, you should have at least +5 to Intimidate and +11 if you’re proficient. So you Get a 26 to Intimidate a whole room of evil dudes who likely are scared pantsless and are gonna have Disadvantage on their Insight Check. If I were to DM, I’d give the player a standing ovation for such creative thinking and slap them for making the BBEGs pee themselves in fear.

I have always been fond of using True Polymorph to permanently turn a target into an item, and then tuck them away somewhere. It is handy when you are a character bent on vengeance against the "Hero" of the world, and you know that, even if you kill them, the Gods won't punish them for their crimes against you. "The Legendary Hero, who murdered my brother for working as a guard on the wrong estate, is now a crappy brass locket tucked somewhere in the bottom of a forgotten tomb. My vengeance is complete."

Magic jar is a hell of a spell and I had a PC use it. Its a long story so I will try to make it as short and too the point as possible.
Doing a one shot that was basically the Westminster dog show but magic, and the only rule I had is the equivalent pet the player brought was 10th level. Many PC's brought many things but my friend Owen brought a old man and a cat. Surprise surprise, the PC's are ambushed as they sleep and the gimmick of the one shot is revealed in which the players are playing their pets. The issue was, Owen was still playing his character. Because I set no restriction on the characters, they rolled up with a lvl 20 wizard who used magic jar on their familiar to cheese the shit out of the dog show.
They accidentally liched themselves, they possessed a drunk, casted BONE SHATTER on Lassie and then possessed little Timmy, rolled a bluff check to grieve with a family and was well on their way to ending up on Pharasma's short list for getting the bat. Sadly they never got too the dog show as the one shot ended them on the boat too the city getting attacked by a giant crab, which they planned to posses.
Long story short, Magic is a hell of a drug kids, don't do it. And don't set limits for one shots, this was hilarious.

Polyhedron actually has a guide for rulings on wishes, and next to that- using actual cited uses of the spell in-campaign settings is the best way to go if you want to know the limits/what can be done with it.
Bar that- use a large compendium of magic to achieve the desired effects of a spell, within the rules the spells allow, similar to how some spells state ‘use as X spell for X’.

contingency could be used for some pretty intersting stuff if you remove the restrictions. a wizard with tons of boons of high magic casts it 40 times on one person, all leading up to some kind of magical blessing that makes you a sorcerer. all of these castings of contingency have the same condidions, when the person with the spell dies, all of them go to the nearest person age ten or lower within 30 feet of them. it stays on their corpse untill the conditions are met or it gets dispelled. that would be an amazing backstory for a sorcerer as there are ways to become ageless that are accecable to this 20th level wizard. they could be like a patron of them, or they could be a warlock and these contingencys would wake them from an imprisonment slumber and your patron could be a 9000 year old wizard with 5 bajilion 9th level spell slots. or perhaps with that many spell slots they are a god and you could be a cleric or paladin. perhaps you just get 9th level fireballed when you die. who knows, its an acient wizard.
