I have seen a two limit hear a few times they a pretty prevalent in the area between the mountain and Central flyway. They just don't always go to the same place. But as all hunters its more about what this video is showing. Watching the birds fly around having a good time and getting a meal of duck. People in the past forgot about the caring about the birds part to fill grocery stores with wild game. As pintails are probably the best tasting duck and most regulated im surprised that someone hasn't domesticated a few and farm raised them into huge flocks for markets.
