@@LowDoughTech a couple other reviewers state that theirs is the opposite. maybe controller wires switched on some bikes. did you just get yours recently?
I double checked, and my apologies, I had it backwards. The pedal assist takes you up to 20mph, and the throttle will override and take you up to 26/27mph in PAS 5. You can see exactly how it works at 3:46 in this video.

does pas assist up to top speed like the throttle?
The throttle cuts off at 20mph, the pedal assist takes the bike up to about 26/27.
