The answer for 39 is A. Yes they wanted to improve communication however USA is economically driven so they wanted to improve communication solely to improve trade for economic benefits.
Didnt they also want to improve communication in defense of their investments. Given how long it took them to reach Cuba. After the war they got colonies in the atlantica and Pacific. So they needed to move quickly between both oceans
