We are living abroad now but lived in D-Block until the early 1990's but believe the area has really changed now. Would it be possible to take a video of what D-Block looks like now?

Good job. I'd suggest if you can cover a few stores/shops like maybe some cafe, etc. A decent spot that is useful for people. I remember there's a big chill cafe in this market and on the ground floor, there was some bakery. I visited a few years ago, not sure if it's still there.
The problem in Indian cities specialy in Delhi that people park there vehicles at roadside. Think if there is no illegal parking on roads, how beautiful it will look like.
